July
17, 2009
To the Citizens of Edgewood, in honor of
our ten year anniversary:
We can all be very, very proud of what we
have accomplished together:
We began July with one administrative staff person and a loan
of $50,000 to begin our municipal operations. We now have a
staff of twenty-four (24) and have established the following
departments to serve our citizens:
- Administration, with a NEW accounting software system (INCODE)
- Animal Control, with full adoption services and also
providing an animal shelter on leased property.
- Community Development and Code Enforcement
- Library: Established in a leased building, with 4,000
square feet of space and over 1,700 visitors last month,
which is an average of 74 visitors per day for each day it
was open.
- Municipal Court and Facilities
- Parks & Recreation with a 6 week Summer youth recreation
program.
- Police Department, with a patrol car for each of the
eight (8) officers.
- Road Department, with 14 major pieces of equipment worth
$550,000.
- In December of 2002 the town purchased, moved and
reconstructed an 8000 square foot medical facility for First
Choice Healthcare in a partnership providing much needed
additional health care to our community. They reported
combined medical & dental visits last year of just over
19,000..
- The concept for a Wastewater treatment system began in
2000 and is nearing construction completion with the final
phase of collection lines to begin construction in August.
The cost of this project is approximately $6,500,000. This
plant has incorporated water reclamation in its design.
- Purchase and renovation of a building for Town Offices,
with 2,000 square feet.
- Twelve acres of land on Section 16 was purchased for
$120,000 to site and build future municipal facilities.
- Thirty-seven acres of land on Section 16 are leased; we
will award a bid to construct a recreation field on the
easternmost portion of this lease in August.
- There have been numerous improvements to the Town Park
on the north side of the Community Center, including a skate
park, covered picnic facility, a new basketball court, and
refinishing/refurbishing tennis court.
- The Community Center has an upgraded heating/cooling
system and sound system.
- Road surfacing improvements include drainage and
pavement improvements on Dinkle, Frost, McCall and Plaza
Loop. 45 miles of gravel roads are maintained with proper
drainage and are mowed on a 2.5 week rotation.
- Lease of a 248 acre parcel (Section 34) and another 695
acre parcel (Section 32) for open space and trails.
Improvements on Section 34 will be constructed this year.
- Improvements will be made to a 30 acre parcel (COLTPAC)
for open space and trails this year.
- We are in the process of completing the purchase 5+
acres of property for our Public Works Facility and the
construction plans for the facility are in design and will
be brought to council for approval by September of this
year.
- The regional animal shelter concept plan has been
approved and the land owner is working on documentation
necessary to complete the donation of the property to enable
the town to begin work on phase one for the Edgewood Animal
Shelter.
- We have developed over twenty-five ordinances including:
Animal, Business licensing, Grading & Drainage, Litter &
Anti-Blight, Personnel, Sign, Subdivision, and Zoning.
- Our Comprehensive plan was updated in February of 2008.
- We were originally incorporated with 102 acres, which is
0.16 square miles. We currently have incorporated about
28,000 acres, which is about 44 square miles. In the last
election we had 2,130 registered voters. Using that as a
basis, it is my opinion that we have between 3,000 and 4,000
residents in the incorporated area. If the infill annexation
we are working on is successful, our town area and
population will be increased.
- In 2000 we submitted a budget of $770,000. Our budget
for the coming year is over $2,000,000.
Thank you all for your support and efforts, I look forward to
our future accomplishments, together we can create a community
we are proud of.
Sincerely,
Mayor Stearley |
